Circular Note No. 13/2021

C i r c u l a r N o t e

The Federal Foreign Office has the honor to inform the diplomatic missions and  international organizations in the Federal Republic of Germany of the following in  addition to and in partial amendment of Circular Note 03/2021:

The Coronavirus entry regulation aims to limit the entry of corona infections. This  is important not least against the background of the spread of new virus variants.

With the First Ordinance amending the Coronavirus Entry Ordinance, the  regulations for air travellers who want to enter the Federal Republic of Germany have been supplemented. Accordingly, people who travel to Germany by plane must present  negative evidence to the transport company prior to departure in accordance with § 3 (3)  of the Coronavirus Entry Ordinance. This applies to any flight to Germany, regardless of  whether the place of departure is in a risk area or not. A medical certificate or a test result  with regard to the absence of an infection with the SARS-CoV-2 Coronavirus is valid as  proof, whereby the smear on which the certificate or test result is based must have been  taken no more than 48 hours before entering the Federal Republic of Germany.

Antigen tests for the direct detection of the coronavirus SARS-Co-V-2 are  generally recognized from all countries provided they meet the minimum criteria  recommended by the WHO for the quality of SARS-CoV-2-Ag rapid tests. The exact  requirements that are placed on the tests can be found on the website of the Robert Koch  Institute: www.rki.de/covid-19-tests.

The regulation does not apply (i) to travellers in international transit for direct  onward travel (non-Schengen) or, (ii) if appropriate protection and hygiene concepts are  adhered to for people who for professional reasons transport people, goods or goods across borders, including in particular Aircraft-Crews and diplomatic couriers.

This regulation comes into force on 30th March 2021, midnight and applies until  12th May 2021, midnight.

The previous regulations continue to apply to all travellers who enter the Federal  Republic of Germany by bus, train, car or ship.

The diplomatic missions are requested to inform their career consular missions  about the content of this Circular Note.

The Federal Foreign Office avails of this opportunity to renew to the Diplomatic  Missions and International Organizations in the Federal Republic of Germany the  assurance of its highest consideration.
